Belfast One BID has been delivering on the first Business Plan in the City Centre for the last five years. In February 2021, businesses will have an opportunity to vote on whether they wish to retain this service or not.
The Belfast One Business Improvement District (BID) is an independent, not-for-profit business-led company working to provide the environment for businesses in Belfast to succeed. Because of the type of company, the Belfast One BID is, we are required by law to ballot our Levy Payers every five years. This allows businesses to collectively choose to invest in the City via the Business Improvement District but also provides businesses with the opportunity to craft and shape the future growth and development of Belfast City Centre.
There are a several rules around the Revote and it is governed by legislation. Full details will be available in the Term 2 Business Plan which will be live on this page in early February 2021.
The ballot will be conducted via a postal vote.
For the proposal to be successful at the ballot, the result will need to meet, as a minimum, three independent criteria which are:
(a) of those ballots returned by the close of the postal ballot (on Thursday 25th March 2021 at 5pm) those voting in favour of the BID must exceed those voting against it,
(b) of those ballot papers returned by the close, the total rateable value of those hereditaments which vote in favour, must exceed the total of those voting against and
(c) at least a 25% voting turnout.
The ballot will be conducted independently by Civica and will be a confidential postal vote. If a business has more than one rateable property it will receive a ballot paper for each property. Each returned paper counts as one vote. A proxy vote is available, and details will be sent out with the ballot papers or by contacting the Belfast One office on email@example.com
Belfast City Council will announce the result on Friday 26th March 2021. If successful at the ballot, the new BID term will commence delivery of services on 1 April 2021 and will continue for a period of five years to 31st March 2026 delivering the Business Plan priorities.
